The Zeeland Board of Public Works on July 14 approved routine minutes and a slate of administrative items including May 2026 cash disbursements and recommended transfers, governance appointments to regional associations, and an energy assistance administration agreement for the coming fiscal year.
Commissioner Query moved and Vice Chair Cooney seconded approval of the May 2026 cash disbursements and regular monthly transfers. The board recorded fund totals of Electric $17,064,873 and Water $12,387,817, and approved recommended transfers that included a $465,600 transfer to the Electric Plant Improvements and Contingency reserve and a monthly operating transfer to the General Fund of $57,645; staff noted reserve requirements under the electric and water revenue bond ordinances. The motion carried with all voting aye.
The board approved several regional representative designations effective Sept. 18, 2026: Bob Mulder was named Zeeland BPW’s Primary Representative to the Michigan Public Power Agency and to the Michigan Municipal Electric Association, with Brian Coots designated as Alternate Representative; the board also designated Brian Coots as an additional MPPA Member Authorized Representative (MAR). Motions for these appointments were made by Commissioner Cooney and seconded by Commissioner Query and were approved unanimously.
The board also approved the FY2027 Zeeland BPW Energy Assistance Grant Program Administration Agreement with the Ottawa County Community Action Agency for the period July 1, 2026–June 30, 2027 and authorized the General Manager to execute the agreement.
During other business staff briefed the board on planned recruitments (including a Power Supply & Market Operations Manager search and a new Administrative Assistant position), an administrative hearing scheduled for July 21, 2026 regarding a water meter billing dispute at 21 W. Madison Avenue, and the communications consultant Yellow Lime Creative’s 2025–2026 year-in-review. The meeting adjourned at 4:53 p.m.
