Historic Resources Commission approves ADA sidewalk at South Front Street with planting condition

The Historic Resources Commission voted July 16 to approve a certificate of appropriateness (COA2600632831) allowing a new ADA-accessible sidewalk from South Front Street to a rear building, with the condition that the applicant preserve or add planting beds between the sidewalk and the building rather than paving the entire area.

Staff member Morgan Grama told commissioners the owner supplied final drawings and an easement letter from the neighboring 841 South Front property and that staff recommended approval with the planting-bed condition to avoid continuous concrete adjacent to the building. Commissioner (unnamed mover) opened the motion and amended it to require a revised drawing showing vegetation between the building and the sidewalk before final sign-off. The motion passed unanimously.

The applicant described the existing conditions and confirmed the plan “was not to change what’s already there” and said, “We were gonna just keep it as grass.” Commissioners sought confirmation that the reflected plan would match the submission; staff said a quick plan update and coordination after the meeting would suffice.

What happens next: the applicant will submit revised drawings that show planting beds along the sidewalk; staff will work with the applicant to finalize details and issue the COA once the revised documentation is accepted. No appeal or further action was recorded at the meeting.
