Commission approves Riverview Park Drive window changes: south façade replaced, storms removed on other sides

The Historic Resources Commission approved a Certificate of Appropriateness for 23 Riverview Park Drive that requires replacement of vinyl windows on the south façade with windows from the commission’s approved list and restoration (including removal of non-original storm windows) of the property’s other facades.

Staff reported a June 30 site visit finding most original wooden sashes repairable, with deterioration largely limited to glazing and paint. The applicant said Centennial Preservation confirmed the storm windows were not original and that their installation had created existing problems; the applicant proposed replacing the south-facing vinyl windows with Pella Reserve units from the approved list and to restore other elevations where practicable.

Commission debate centered on preserving historic fabric versus improving energy efficiency. Commissioners and staff described restoration techniques and the risk that piecemeal replacement could trigger wider facade changes; several members supported replacing only the south elevation (where vinyl windows currently exist) and restoring the remaining facades. A motion to approve the application with those conditions passed; the applicant will work with staff on repair criteria and final shop drawings. One commissioner recorded an abstention on the vote.

Next steps: applicant to submit final drawings and shop details for staff approval and to remove non-original storm windows on non-south elevations as part of the approved COA.
