Supervisors debate whether to pursue 8% sales tax; timeline and one‑time limits complicate plan

Supervisor Mumby asked the Finance Committee about the process and timeline for raising the county sales tax to 8 percent, noting Washington County is one of only a few counties in the state not at that rate.

County Attorney Dan Martindale said a local law must be passed by the Board, then the county would need legislative sponsors to carry the change at the state level. County Administrator Melissa Fitch said she and staff had discussed timing with neighboring counties and that some officials hope to advance the matter to state legislators in the coming year; the committee would first need a Board resolution to move forward.

Chairman Brian R. Campbell and others cautioned the committee that a sales‑tax increase is effectively a one‑time lift: it can temporarily reduce the magnitude of a single year’s budget increase but does not solve multi‑year structural cost growth. Campbell said changing the tax rate would not by itself address long‑term pressures such as rising personnel and benefits costs. The Treasurer was directed to prepare sales‑tax distribution and impact information for the August Finance Committee meeting.

No resolution to raise the rate was adopted at the July meeting; supervisors expressed divergent views on timing relative to the election cycle and the durability of revenues generated by a one‑time reset.
