The Johnson County Board of Commissioners on a unanimous roll call approved Resolution 092-26 to permit an accessory dwelling unit (ADU) at 6100 West 183rd Street.
Jay Leipzig, planning, housing and community development director, told the board the applicant seeks approval to convert an existing accessory building into an ADU that exceeds the county’s 900-square-foot administrative review limit; he said the consolidated zoning board recommended approval on a 5–2 vote and that the applicant’s architect, Riyadh Bagdadi, was present. Leipzig described the structure as screened from the road and an existing building the owner proposes to convert.
Commissioners asked staff about the building’s prior size and whether the project is an expansion. Staff responded that the structure currently measures 820 square feet and that the proposed ADU exceeds the administrative threshold, which is why the item came before the board. Commissioners also raised questions about homeowners association restrictions, construction‑period parking and longer‑term parking enforcement; staff and the applicant’s representative said construction traffic would use the driveway and that the ADU includes a garage for parking.
Several commissioners noted the consolidated zoning board is still early in its combined operations and that broader zoning revisions are under discussion. Leipzig said planning staff and advisory committees are considering a tiered administrative review that could raise the administrative threshold (examples discussed at the hearing included 1,200–1,500 square feet) but said those changes are still under review.
Commissioner Brewer moved to adopt Resolution 092-26, and Commissioner Allen Brand seconded. The clerk conducted a roll call and recorded six votes in favor (Brown; Myers; Brewer; Ashcraft; Allen Brand; Chairman Kelly) and none opposed. The resolution passed.
The board did not modify the resolution text during the meeting and did not impose additional conditions beyond those in the packet.
