Consultant outlines comprehensive-plan update and outreach tools for Dennis

The Energy and Climate Resiliency and Sustainability Committee heard a presentation July 16 from Adam Deschano, a senior planner with BSC Group, on the town's effort to update its Local Comprehensive Plan.

Deschano said the updated plan will "establish a shared vision and growth policy" to guide land use, resource protection and public investments, and will identify specific actions such as capital improvements and zoning amendments needed to implement that vision. He said climate resilience and sustainability will be woven through plan chapters rather than treated as a stand-alone section.

The consultant outlined a project schedule that began with a May kickoff and stakeholder interviews. He said drafts of existing-conditions and build-out analyses are expected in early September, the planning-board review is targeted for October, and the plan would then proceed to town meeting and regional review by the Cape Cod Commission with a notional wrap-up around December 2027.

Deschano described the public-engagement strategy as a three-part approach: an ArcGIS project website (an ArcGIS hub), a crowdsource map that lets residents drop location-based comments and photos, and a community survey. He said the crowdsource map will remain open through the summer and into the fall, while the community survey is scheduled to close July 26 (the team said it could extend that deadline if response counts are too low).

On the crowdsource tool, Deschano demonstrated how to place a comment, choose topic categories, upload photos and support existing entries with a "like" button. He confirmed entries are essentially anonymous and do not capture identifying information, and acknowledged a user-interface issue where a small back arrow can be obscured on some screens.

Committee members pressed Deschano on expected survey response volumes and statistical representativeness. He said while "anything over 100" often provides useful signals for small communities, targets depend on population and outreach intensity; he cited other projects where responses ranged from the low hundreds to more than 800 when organizations actively promoted participation.

Several members asked how the LCP will interact with other town objectives. Deschano said the plan is primarily about municipal authority and strategy but can include action items that foster private-sector partnerships. He suggested possible action items such as adopting a climate action plan and examining zoning bylaws to reduce constraints on renewable installation in historic districts.

The committee discussed outreach logistics, including pop-up events at community festivals in August, festival-day outreach at Johnny Kelly Park, and a national-night-out event. Deschano encouraged committee members to push the survey and crowdsource map through their networks and to email additional comments to him or Paul Foley, the town planner.

The committee plans further workshops and public events later this year to broaden participation, followed by planning-board review and a subsequent town meeting vote.

The committee approved minutes and adjourned; its next meeting is scheduled for Aug. 20 at 6:15 p.m. in the Department of Public Works conference room.
