Board grants demolition for 40 S. Dixie Highway but requires salvage, documentation and site plan before permit

The Historic Architectural Review Board on July 16 authorized the owner’s request to demolish a severely deteriorated building at 40 South Dixie Highway but attached three conditions intended to preserve information and minimize the chance the site becomes a vacant lot.

The owner explained that exploratory demolition and contractor reviews showed the structure had major structural and termite damage and would require near‑complete rebuild; the owner also said prior restaurant use and deferred maintenance left the property unsafe for rehabilitation. Neighbors urged preservation where feasible. One nearby resident told the board, "If there is any possible way to save it, I do not think it should be allowed to be torn down," and asked that the board help explore relocation or reuse options.

After hearing public comment and staff findings that the building is not designated locally and is not in a historic district, the board approved demolition with three conditions designed to protect historic materials and reduce the risk of an extended vacant lot: 1) salvage and preservation of significant architectural elements and fixtures for potential reuse; 2) archival documentation (photographs and measured drawings) to be recorded prior to demolition; and 3) the city shall not issue a demolition permit until plans sufficient for a building permit for the future development of the site have been submitted for staff review. The owner agreed to document and to offer salvageable materials.

The board noted the decision balances legal standards (the building is not locally designated) against public interest in preserving material and historical record. The certificate of demolition will expire per code and the applicant may seek an extension under established procedures.
