Council debates timing of annual appointments; city attorney says appointments remain until replaced

City council members on Thursday debated whether routine municipal appointments should be made each July or allowed to carry over until replaced, with several council members urging a return to the prior practice for transparency.

"Just because you can do something, that don't mean you should do it," said a council member (speaker 2), urging the body to resume the earlier habit of annual confirmations. The attorney advising the council (speaker 4) said the charter allows annual appointments but that previously appointed officials typically remain in their positions until successors are confirmed. "The charter says you may appoint annually ... their appointments continue until they're done with unless…" the attorney said, describing long-standing legal interpretations of appointment timing.

The administration told the council it plans to present appointment packages in August rather than July so staff can assemble candidate pools for competitive positions such as engineering or inspection services. Speaker 4 said that approach is intended to allow the council to review the full candidate portfolio — "This is who we vetted … this is the portfolio we had" — rather than receiving single nominations with limited context.

Several council members said the council should be given earlier notice when the administration intends to change the timing or approach to appointments. One member requested memos explaining any legal changes so the council and public can understand shifts from precedent.

No formal vote was taken; the administration said appointments for the cycle will be brought forward at the August meeting so the council can review candidate pools and supporting materials.
