Commission recommends corrections to future land-use map to preserve orchards and guide growth

The Willard City Planning Commission on July 16 recommended corrections to the city's 2023 future land use map and will forward the proposed changes to the city council.

Staff explained that reclassifying certain east-side parcels to a 3–5‑acre designation would better reflect steep topography, protect orchard lands and slow growth above the current city limit. "A lot of the character of Willard consists of fruit trees and fruit farms," a staff member said, describing part of the rationale for keeping larger lots in selected hillier areas.

Several residents spoke during the hearing. Justin Vixen (who identified himself at the podium) urged the commission to ensure that property owners on the east side and those with large parcels are made aware and have an opportunity to comment. Other public commenters warned that reassigning lot sizes can shift development pressure to lower, more developable land and can change long-term tax and land-use dynamics.

After discussion—during which commissioners said the map changes were intended to balance preservation of orchards with the need for affordable housing—the commission closed the hearing and passed a motion recommending the corrected future land use map to the City Council on a voice vote. Staff said the map can be changed later if conditions or ownership patterns evolve; zoning changes would follow the map at the appropriate public hearing and ordinance steps.

Next steps: staff will prepare the formal transmittal and supporting analysis for council consideration.
