Susan Robbie, senior planner, said the town included a separate outdoor sports‑lighting program that requires a design review and certification process to balance safety and glare reduction for athletic fields. Staff listed a design‑review application fee (presented on slides as $1,000 for four contiguous fields) and explained that installation certification and design compliance add to project costs.
Staff presented vendor quotes for sports‑field upgrades, saying quotes for particular field improvements shown on slides ranged from about $70,000 to $149,000 per field and that the town has up to 10 years for existing noncompliant lighting to come into full compliance. Staff emphasized that the bid figures are preliminary and will need refreshing if the town places projects in a future fiscal-year budget.
Board members asked whether existing fields meet any dark‑sky standards (staff said none were originally designed for dark‑sky compliance) and discussed prioritization of fields with current complaints. Staff said they have obtained multiple vendor quotes and will present more detailed cost comparisons when the board advises which projects the council should prioritize.
