Wylie Council OKs $920,000 contingency allocation for McMillan Road reconstruction

The Wylie City Council voted 6–0 on July 14 to increase the contingency for the McMillan Road reconstruction project by $920,000 to cover change orders and complete the work.

Public works staff told the council the request is an allocation of funds already budgeted to the project, not a tax increase or an amendment to the overall city budget. "So like you said, this is to add money to our contingency for our McMillan Road project, in the amount of $920,000 just so we can get through the end of this project," said Tommy Weir, who presented the request and explained the project history.

Weir told the council the original contract was $19,332,440.66 and included a 10% contingency. He said early tree‑removal change orders, a yearlong pause while permits were secured and bid‑to‑plan discrepancies led to additional work; staff reported roughly $828,000 in change orders remaining to bring the project to completion. Council members asked whether the action would require new funding; Weir and city staff said the $920,000 represents money that was already available in the project budget.

Councilman David R. Duke moved to approve the item; Councilman Todd Pickens seconded. The motion carried 6–0.

The council did not change the scope of the contract; staff said the added contingency would provide authority to process outstanding change orders and finish the roadway work. The council noted public interest in the timeline and said they expect staff to return with updates as the remaining work proceeds.
