The Fairfield Historic District Commission approved a Certificate of Appropriateness July 9 for a 70 kilowatt rooftop solar array on the 1st Church campus, after discussing panel tilt, expected visibility and statutory guidance on reversible installations.
Reverend Vanessa said the project would place most panels outside the historic district footprint and that the small portion inside the district should not be visible from the public way. She said the panels rest on trays and are removable without structural changes to the roof. A consultant walked commissioners through photographs and measurements, noting the array’s tilt was about 5 degrees and that the upper panel edge might be 10–13 inches above the roof plane depending on final racking.
Commissioners cited state law that guides local review of solar installations and emphasized that HDC decisions should be made case by case. One commissioner said the lack of explicit guidance in the HDC handbook meant the commission should consider adding clearer policy language for solar panels, while others said the statute tilts toward approving reversible installations that do not damage historic fabric.
A commissioner who visited the site said the photos and tape‑measure shots provided an adequate but imperfect sense of visibility from the public way; several members asked the applicant to provide final product samples and to document that the panels would be low profile and minimally visible. The motion to approve the application passed.
The HDC recorded the approval with a recognition that future, more visible solar installations could be treated differently and that the commission would consider updating guidance for solar panels in its handbook.
