Jurupa Valley council approves solid-waste tax-roll assessments, OKs SB 9 parcel map and moves forward on CFD formation

The Jurupa Valley City Council took several formal actions at its July 16 meeting.

Delinquent solid-waste assessments: After a staff presentation and a public hearing (continued from June 25), the council adopted a resolution authorizing the city to place eligible unpaid solid-waste charges on the Riverside County property-tax roll as special assessments. Environmental Program Manager Abigail Gomez said staff mailed notices in April and May and published hearing notices; staff reported 967 delinquent accounts as of the meeting. The motion to adopt the resolution passed 5-0.

SB 9 parcel map: The council approved Parcel Map 38824, Jurupa Valley's first administrative lot split under state SB 9. Planning staff represented that the map subdivides an existing property into two lots that conform with SB 9 requirements; council discussion noted possible side effects (for example, reduced lot size affecting horse-keeping rights), and staff confirmed no council discretion to deny a compliant parcel map.

Community Facilities Districts (CFDs): Council considered formation documents and a resolution of intention for a citywide public-facilities CFD and a developer-benefit CFD tied to the "farm" (formerly Vanilla Ranch). Municipal finance staff explained there are two separate authorizations: a city facilities authorization (up to $100 million not-to-exceed) and a developer reimbursement authorization (up to $85 million not-to-exceed), with projected issuance constrained by revenue capacity; council discussed tax-burden projections and reimbursement rules and directed staff to return with clearer, itemized tables showing reimbursable infrastructure, monthly homeowner impacts and tighter contract language. Council approved the formation steps to continue the CFD process and set the path to public hearings.

Consent and minutes: The council approved the consent calendar with several items pulled for discussion earlier in the meeting and approved prior minutes.

Other: The council opened a high-profile public hearing on proposed changes to the temporary-events and noise ordinance but left the hearing open for further outreach and sheriff engagement. Council also requested additional options and comparative analyses on a proposed adjustment to council salaries and asked staff to return with alternatives rather than act at the meeting.

No measure imposing new taxes on current residents was adopted at the meeting; several items (notably the noise ordinance and certain draft CFD tables) were left for additional study or outreach.
