Canton conservation commission discusses Community Preservation Act pre‑proposals, approves $7,100 summer ranger

At its May 27 meeting, the Town of Canton Conservation Commission discussed strategy for FY28 Community Preservation Act (CPA) pre‑proposals and agreed staff should draft two separate pre‑proposal submissions: one to capitalize the Conservation Land Fund and another to fund wetlands delineation and design work for the Wardwell property.

Staff noted pre‑proposals are a shorter form used to confirm eligibility and that the commission has previously received Conservation Land Fund awards. Staff discussed prior awards and quotes, referencing a past $112,000 award for wetland delineation and suggesting asking for a larger pre‑proposal amount to avoid shortfalls; examples discussed included requesting $50,000, $75,000 or $100,000 depending on likely third‑party survey costs.

Commissioners agreed the CLF and Wardwell requests should be filed as separate applications and directed staff to draft pre‑proposals for review at a future meeting. "I can draft up pre proposals for you to see with, like $50,000 for the Conservation Land Fund and $100,000 for the Wardwell," staff said.

Separately, the commission voted unanimously to approve funding up to $7,100 from the Conservation Land Fund to hire a summer ranger for June through August to assist with property maintenance and outreach. Commissioners discussed potential supplemental fundraising and noted existing balances and amounts set aside for acquisitions when approving the seasonal hire.

Staff said they would return drafted pre‑proposal language to the commission for review before final submission to the CPA committee.
