Juvenile services report: commissioners hear detention, petitions and recidivism figures

The Franklin County commission received its annual juvenile corrections report, which tracked arrests, detention admissions, petitions and recidivism.

Stace Garrett, district 6 liaison for juvenile corrections, walked the commission through the packet: ISP arrest counts (reported as seven in one summary but discussed as a data definition issue), 39 detention admissions (which may include repeat admissions), 60 youth petitions this year with 13 felonies, 42 misdemeanors and five status offenses, and a recidivism analysis that showed about 1% at six months, 3% at 12 months and 8% at 24 months for a cohort of 71 youth.

Commissioners pressed staff on the meaning of the ISP arrest figure and whether citations or summonses are counted as arrests; Garrett and other staff explained ISP’s reporting includes summons and citations in its arrest total and that detention admissions or counts of unique youth may be a better indicator for local custody trends. County staff said they would share the underlying data source and charts after the meeting to clarify apparent discrepancies.

The presentation also highlighted probation caseloads (30 youth on probation on Sept. 30, 2024), diversion program results and ancillary funding for substance-abuse and mental-health services. Commissioners thanked juvenile services staff and recognized the department’s efforts to keep youth engaged in diversion and probation programming.

Next steps: staff will share the ISP data source and a clearer breakdown of arrest versus summons counts for the commission.
