Council to bring county special-district ordinances into Miami Lakes code; capital-improvement definition set for first reading

Town staff told the council they will present a first reading in August to codify all six special taxing-district operating ordinances from Miami-Dade County into the Town of Miami Lakes code. Staff said these will be "word for word replicas of the originals" so residents and staff can find the district operating rules in the town's book of ordinances.

Councilmembers asked whether the town can adapt the county ordinances to local needs. Vice Mayor Morera and other members cautioned that substantive modifications may trigger a formal amendment process requiring petitions or HOA votes and referred the question to the town attorney. Councilmember Herzberg and others said codification is an important first step and that once the ordinances are in the town code the council can review what edits are legally possible.

Separately, staff said they will present an amendment to Chapter 38 at the upcoming regular council meeting that defines "capital improvement," an item prompted by Loch Lomond's first capital project under review. Staff said a draft definition is on the agenda for first reading and is intended to standardize the process for future capital projects in special taxing districts.

The workshop did not result in formal adoption; staff committed to returning with the codification text in August and recommended review by the town attorney before pursuing substantive local changes.
