Council adopts sewer master plan and begins impact-fee planning process

The North Logan City Council unanimously adopted a new sewer master plan on July 15 after a presentation by Sunrise Engineering.

Consultant Seth Thompson told the council the study used temporary flow meters and the city’s GIS to calibrate a hydraulic model that identified existing capacity constraints and inflow/infiltration issues. Thompson said winter and spring flows differ substantially — the report noted roughly a 500 gallons-per-minute swing between seasons — and identified about a dozen recommended projects. The largest near-term project is a sewer trunk-line upgrade on a shared line with Logan City that will soon go out to bid, staff said.

Council members asked about monitoring frequency and prioritization. Consultants and staff recommended updating the plan every five years or when major zoning changes occur, and said they would convert the master-plan recommendations into a capital facilities plan to set timelines and cost estimates that feed impact-fee calculations.

Following the master-plan adoption, the council approved notices of intent required under state code to prepare or amend capital facilities/impact-fee plans — the first of a multistep process. Staff said the notices will allow the city to develop stormwater and public-safety facility impact-fee plans (new) and to amend existing plans covering water, sewer, roads and parks. The next steps are a capital facilities plan, impact-fee analysis and public hearings required by state statute.

Council directed staff to continue monitoring temporary meter locations and inflow/infiltration hotspots and to proceed with the capital planning steps that will underpin updated impact fees.
