Town board grants time extension for Carlton Avenue affordable‑housing covenant

The Islip Town Board on July 16 approved an extension request allowing the applicant for TC 5410 additional time to obtain building permits for an affordable housing project on Carlton Avenue. Steven Los Cuadro, representing the applicant, asked the board to extend covenant number 16 for 24 months to complete required steps with the New York State Housing and Community Renewal (HCR) program.

Los Cuadro said the applicant has worked closely with planning staff and submitted requested materials to HCR; he added that, while the project initially contemplated 39 affordable units, the financing interaction now envisions all 130 units being affordable. "There will be 130 affordable, which ... is viewed ... as something that is positive and beneficial to the local community," Los Cuadro said.

Planning staff (Sean) told the board staff saw the increase in affordable units as a benefit but recommended strictly a two‑year extension because the obligation tied to the units was due the prior November. "The planning staff would recommend an extension of strictly 2 years, should the board grant this request," Sean said.

After brief questions from board members and no public speakers, the board approved a motion to post the public hearing, issue a negative declaration and advance the application. The motion carried by voice vote; the transcript does not record a roll‑call tally.

The next procedural step is for the public hearing to be posted and for the application to move forward consistent with the board's action.
