Upshur County Commission approves leases, appointments, salaries and budget revision in consent actions

The Upshur County Commission used its July 9 meeting to approve a slate of routine administrative actions including a copier lease, appointments to local boards, personnel changes and a budget revision.

Among the votes, commissioners authorized a 60-month Pitney Bowes Sourcewell lease at $541.17 per month (billed quarterly at $1,623.51) to replace equipment whose contract expired June 30. They approved the appointment of Thomas Hackett to the Upshur County Solid Waste Authority for a four-year term and the reappointment of Sherry Dean to the Upshur County Public Library Board of Trustees for five years. The commission also approved a retroactive pay increase for an assistant manager at Upshur County Recreational Park effective June 28, 2026, and authorized hiring Hannah R. Lahman as a part-time kennel attendant at the Lewis-Upshur Animal Control Facility effective July 12, 2026.

The commission approved the Statement of Salaries of Elected Officials for fiscal year July 1, 2026 through June 30, 2027 in light of changes in the 2026 legislature (Senate Bills 587 and 701). Staff noted any necessary budget adjustments resulting from those bills must be included with the first general-county budget revision due July 31, 2026. Commissioners also authorized submission of a Request for Revision to the Approved Budget to the Office of the State Auditor.

Most consent items, including invoice payments, vacation orders, settlement approvals and land-tract consolidations, were approved unanimously. The commission adjourned at 12:10 p.m.
