Commission approves Farmer’s Market gates and removable bollards; Community Foundation to fund gates

Staff proposed installing a gate on 4th Street to close the market area during events and adding removable bollards to prevent trucks from striking the pavilion. Staff said the Community Foundation will pay for the gate and bollards while the commission would fund preparation and related work.

As staff explained, the gates would only be closed during market hours and removable bollards would be installed so emergency access remains possible. Commissioners discussed placement, truck turning radii and concerns from nearby businesses; staff noted the proposal includes both prep work and options to move decorative planters and install a small railing if necessary.

The commission approved the work authorization in resolution 2026-338, allowing up to $16,778 from the downtown TIF fund (409/4445) for prep and related items. Commissioners requested staff coordinate with business owners and the Community Foundation on final placement and emergency access procedures.

Next steps: Staff will begin preparatory work once funding and Community Foundation procurement are confirmed and will provide an installation schedule and final drawing to affected businesses.
