Bluff mayor proposes housing work group, plans consultant RFP

Bluff, Utah — The Bluff Town Council discussed forming an 8–9 person housing working group and issuing a consultant request for proposals to guide local housing affordability efforts.

Mayor Josh Ewing proposed a group composed of residents and business representatives with varied expertise (building, water, finance) to collaborate with a hired consultant and develop a local strategy. Council members referenced a regional consultant, Una, who is contracted through October and plans a resource website and a regional housing framework; they also recalled a local housing report from August 2024 that identified a shortage of 'missing middle' housing such as starter homes and condominiums.

Members suggested issuing a community survey to gather up-to-date local housing data not captured by Census records. Ewing said he would begin drafting a consultant RFP with hopes to post it in August.

No formal action was taken during the work session. The measure remains in the planning stage pending an RFP draft and subsequent council consideration.
