Bluff council considers fiscal policy process, possible hire of financial consultant

Bluff, Utah — The Bluff Town Council discussed pursuing a formal fiscal policy process and possibly hiring a financial consultant to help set the town’s long-term revenue and reserve strategy.

Mayor Josh Ewing summarized a conversation with Carrie McNamara, a financial consultant who works with the Utah League of Cities and Towns (ULCT) and helped create the Truth in Taxation guide. McNamara advised the town develop a fiscal policy that outlines revenue sources (for example whether to rely on tourism taxes and keep property taxes low) and establishes guidelines for fund balance and capital project reserves.

Council members discussed whether retaining McNamara or another consultant would be beneficial and noted that a formal policy would aid continuity as council membership rotates. No contract or spending decisions were made at the work session; the matter remains under consideration.
