The Yamhill County Board of Commissioners on July 16 approved a package of intergovernmental agreements, a facilities contract and a resolution, and set one transit-surplus item over for more information.
The board unanimously approved amendment No. 3 to an agreement with Tillamook County (board order 19-249) to rent detention beds at $230 per bed per day, retroactive to July 1, 2026, with an automatic year-by-year renewal clause. The board also approved amendment No. 3 to an agreement with Washington County (board order 23371) extending the term and raising the daily bed rental rate to $140, effective July 1, 2026, through June 30, 2027.
The commissioners approved an intergovernmental agreement (POD-15000-00062316) with the Oregon Department of Revenue to establish GIS digital boundaries for taxing districts for $60,000, effective upon full execution through June 30, 2027.
The board accepted the sheriff's return following the public auction sale of surplus tax-foreclosed property and approved a contract with DSL Builders LLC for the Moore Building HVAC upgrade not to exceed $846,000; the chair noted the county had addressed the HVAC issue for years and said, "It's nice to see we're finally getting it taken care of." All motions passed unanimously.
The board also adopted a resolution recognizing July 19–25, 2026, as National Deflection Week; the chair thanked the sheriff and the district attorney for bringing the item forward.
One longstanding item about surplusing transit department vehicles under YCC 2.6 was discussed but not decided; staff and commissioners agreed to follow up with Cynthia and Kevin and return the item to the board with clarified information before any surplus action.
