Quartzsite council adopts amended holiday policy to limit 3-day work-week gaps

The Quartzsite Town Council voted to adopt amendments to section 13-01 of the personnel policy (Resolution 26-08) to provide clearer guidance on holiday observance for employees on differing schedules.

Staff explained the changes were intended to address differences between employees working four 10-hour days and those on five 8-hour days, including how the town will observe holidays that fall on weekends. The proposed revision clarifies that when a holiday falls on Sunday the town will observe the holiday the following Monday, and it sets options for employees to take holidays at a later date with department head approval.

Council members debated past practice and proposed an amendment to treat the Monday after a Sunday holiday the same way the town treats Fridays that accompany a Thursday holiday. A motion to adopt Resolution 26-08 with that amendment passed on a voice vote.

Members noted the change was primarily to reduce instances when employees and the public experience a disruptive three-day work week and to provide consistent expectations for different scheduling structures across departments. Staff will incorporate the precise language into the personnel policy and publish the updated policy effective immediately upon adoption.
