Council reviews League of Cities resolutions on short-term rentals, 9-1-1 funding and public-records modernization

Council reviewed multiple draft resolutions from the League of Arizona Cities and Towns and discussed whether to support or recommend them at the League's resolution committee meeting.

Topics included proposals to: increase municipal license fees and allow liens for unpaid short-term rental penalties; enable local ballot referrals for short-term rental regulation; clarify definitions of short-term rentals in mobile-home and RV parks; stabilize 9-1-1 funding through a consistent tax stream; and modernize public-records law to reflect electronic records and reasonable cost recovery for municipalities.

Council members noted Quartzsite's particular context — significant seasonal population increases (winter visitors and RV parks) and mobile-home park issues — and generally signaled support for sending the resolutions forward for consideration. One council member described the short-term rental proposals as a path to return control to local governments; another emphasized the strain on municipal staff responding to large public-records requests and the need for statutory updates.

Staff and council did not adopt local ordinance changes at the meeting but instructed the town's League representative on how to vote at the League meeting and asked staff to follow up on messaging about local impacts of any state-level changes.
