Public hearing held on wetland/watercourse permit for Fairview Park Drive site; written record left open

The Planning Board held a public hearing July 15 for PB2537, an application by ACP II Fairview LLC at 102 Fairview Park Drive for a wetland/watercourse permit. Architect Joe Fernandez described site changes that include a revised stormwater system sized to the 50‑year storm, an oil separator where on‑site capture connects to an outfall to the Sawmill River, and native plantings at the property entrance.

Town staff reported the Conservation Advisory Council provided a positive recommendation and asked for a reporting program to confirm maintenance visits to the separator and use of native plantings. Board members asked whether runoff from one area would be filtered, whether the new separator will manage oil from vehicles, and who owns a downstream culvert; Fernandez said DOT owns the culvert and that the applicant performed a TV inspection showing it in good condition.

The public commented on storm standards and the board clarified the town code still requires a 25‑year storm design (as currently defined) but encourages applicants to design for a 50‑year event when practical; the board and staff said they continue to encourage higher standards where feasible. The Planning Board closed the public hearing session for tonight but left the written record open through July 22 so reviewers can submit materials and comments.
