Marion County approves contracts for Juvenile Department remodel, access controls, street and bridge engineering and an agreement funding deputies in Jefferson

The Marion County Board of Commissioners approved a consent agenda at its July 15, 2026 meeting that authorized multiple contracts and an intergovernmental agreement.

Key items approved on the consent agenda included: a Public Improvement Agreement with Kaufman Commercial, LLC in the amount of $220,959 to remodel the Marion County Juvenile Department Fresh Start Market building to meet electrical, building and health code requirements through December 31, 2026; a Sole Source Determination to establish a service contract with Oregon Lock and Access, Inc., with an estimated contract value of $250,000 to provide MEDECO keyway access and controls for county-owned buildings; an Engineering and Related Services Contract with Harper Houf Peterson Righellis (HHPR), Inc., using federal grant funding in a not-to-exceed amount of $372,778.37 for design of curbs, sidewalks, storm drainage and street lighting for the City of Gates Street Improvements project; and an Engineering and Related Services Contract with David Evans and Associates, Inc. in the not-to-exceed amount of $332,158.01—of which an estimated $298,045.38 will utilize state funding and an estimated $34,112.63 county funding—to provide construction engineering support for the French Prairie Road: West Fork Champoeg Creek Bridge Replacement Project through December 31, 2027. The board also approved an incoming funds Intergovernmental Agreement with the City of Jefferson in the not-to-exceed amount of $801,120 for three full-time deputies to provide law enforcement services retroactive to July 1, 2026 through June 30, 2027.

Commissioner Kevin Cameron noted for the record that the ending term date for the HHPR contract (item #4) is December 31, 2028, not 2026 as read aloud. Commissioner Cameron moved to approve the consent agenda; Commissioner Danielle Bethell seconded. The motion carried with Commissioners Bethell, Cameron and Colm Willis voting aye. No additional debate or amendments were recorded in the session.
