The New Albany Architectural Review Board voted July 13 to recommend approval of the final development plan for a proposed office at 6600 New Albany Condit Road to the Planning Commission. Chair moved the recommendation after staff said the proposal matches the previously approved preliminary development plan and preserves the existing house and accessory building while adding a 20-space parking area and a six-foot screening wall along the southern property line.
Staff said the site was rezoned earlier this year and that the ARB’s review should mirror the Planning Commission’s considerations. The staff report noted the applicant will retain the existing house and accessory structure, convert the latter to office use, and add landscaping and limited exterior lighting to maintain a residential character while providing a traditional commercial storefront.
Several board members raised questions about outstanding engineering comments — nine general comments and two traffic items — and whether any major change required the application to return to ARB. Staff and the applicant said substantial engineering-driven revisions would come back before the board. A member also pressed whether future new buildings on the lot would require a new development plan; staff said new development would require an amendment or new filing.
The motion to recommend approval included these conditions: parking shall be at least five feet from the southern property line; all landscaping requirements shall be met; at least two of three proposed evergreens shall be deciduous canopy trees; a bike rack shall be installed; and the applicant shall address the engineer’s comments and traffic access study to staff’s satisfaction. The motion was seconded and carried on a recorded vote, sending the application to the Planning Commission with the listed conditions.
Next steps: the Planning Commission will take the ARB’s recommendation under consideration when it reviews the final development plan.
