Board adopts interim composition for Lake County Sanitation District and delegates Kelseyville seat

The Lake County Board of Supervisors on July 14 approved a pair of governance actions to reorganize local sewer and water representation as the city of Clear Lake moves to reclaim previously delegated seats.

Sitting as the Kelseyville County Water Works District No. 3, the board approved a resolution delegating that water district’s formal seat to the county Board of Supervisors for paperwork simplicity while negotiations proceed with the city of Clear Lake (voice vote 5–0). A member of the public asked why the agenda packet lacked an executed signature; staff explained that the Board of Supervisors itself serves as that district’s board and will sign the document after the vote (public comment, SEG 696–724).

Later the board, sitting as the Lake County Sanitation District Board of Directors, adopted a resolution of intent to establish an interim composition for the Lake County Sanitation District’s governing board. County staff said the action is conditional on the City of Clear Lake adopting a matching resolution at its July 16 meeting; if that happens, Health and Safety Code provisions will trigger a 30‑day public comment period and an August 16 date is anticipated for a protest/hearing window (County Counsel and staff briefing, SEG 872–896).

Treasury and finance staff told the board the governance change raises a number of operational and accounting issues — including payroll, accounts payable and potential effects on debt financing — that the county and district will have to address before appointments take effect (Patrick Sullivan, Treasury Tax Collector, SEG 977–1019). The board directed staff to advertise and collect applications immediately for a fifth public‑at‑large seat so a new board can consider the appointment when the interim composition is formalized.

The board’s actions on both items were approved by unanimous vote. County staff said they would work with the treasurer‑tax collector and county counsel on interim continuity measures (voice votes 5–0).
