Board advances amended cannabis ordinance (Article 27) after edits, posts annual performance reports online

The Board of Supervisors on July 14 advanced amendments to Article 27 of the county zoning code — the county’s commercial cannabis regulations — by approving the first reading as amended and directing staff to return the ordinance for final adoption at the next available meeting.

Community Development staff described typographical corrections and citation updates to the draft. The public and board discussed a range of remaining policy issues: background‑check procedures and which department manages them; permit term and renewal language (staff drafted to remove a 10‑year automatic term limit but the board discussed whether to retain renewal checks); whether annual performance reports and inspection results should be posted online for public review (board directed staff to make these documents available online with appropriate redactions); and enforcement and revocation authority for permits (SEG 7310–7600, 7720–7800).

Several public commenters — including growers, community representatives and environmental groups — urged the board to maintain strong monitoring and renewal provisions and to ensure any changes do not weaken public safety or compliance. Grower representatives asked for clarity and timeliness in how background checks are administered and for inspection categories that provide more nuance than a single yes/no field in the county’s inspection forms. Environmental and community speakers asked for stronger protections on water, oak woodlands and cumulative impacts.

The board approved the first reading in title only and directed staff to incorporate the agreed edits (including adding explicit language to make annual performance reports available to the public online and clarifying citation corrections). The ordinance will return for final adoption at the next board meeting; staff said redaction rules will be applied before posting proprietary material to the public record.

Separately, the board scheduled additional discussion on enforcement and potential consequences for overuse of water and related compliance matters at a future meeting of the board’s regulatory agenda.
