Zoning staff told the Huntington City Council on July 25 that a trailer had been placed in an established mobile-home park without planning-and-zoning clearance and that the unit did not comply with a recently adopted age standard. Staff said the placement happened without required paperwork and that, when notified, park managers and owners were previously unaware the trailer had arrived.
The zoning administrator (speaker 9) said city staff had hand-delivered and emailed code-update packets to park managers and owners, and that the specific trailer did not meet the March age standard now in the code. Staff said current code language leaves the city with limited recourse in this type of case and recommended drafting explicit enforcement language and taking it through planning and zoning to the council for adoption.
The mayor and council agreed staff should draft ordinance language to add recourse, then route it to planning and zoning and back to council for formal adoption. Staff noted that outreach steps (certified letters and manager contact) have already been completed for the parks in question; the council asked staff to model the new language on materials used by similarly sized cities and to return with a draft.
No formal vote or disciplinary action against the owner was recorded at the meeting; council direction was procedural: draft compliance language, bring it to planning and zoning, and then return to council for possible enforcement action if the code is amended.
