The Wanamingo City Council voted 3-0 on July 13 to approve Pay Request No. 4 to TK Contracting for work in the Emerald Valley subdivision, authorizing a pay estimate of $37,191.19 while retaining $500 until final paperwork and remaining work are completed.
Brandon Theobald reported the wear course layer of asphalt is complete and that utilities—Minnesota Energy for natural gas and Xcel Energy for electric—are installing services and street lighting. He told the Council the project is "99%" complete but that a stub of stormwater piping into the subdivision pond requires an easement from property owners Randy and Trish Amundson before the outlet can be finished. Theobald said the storm sewer piping and outlet will be installed after the easement is obtained, and the work may be completed by TK Contracting or by another contractor.
Theobald also said the new plat contains an error: what was referred to in early documents as Emerald Valley 2nd is incorrect and the plat will be recorded as Emerald Valley 6th once corrected. The Council is holding back $500 retention and expects a final Pay Request once the IC-4 form is completed and the plat is signed and recorded.
Separately, Theobald and Mayor Ryan Holmes said the city scheduled an appraisal meeting with Nagell Appraisal Incorporated for July 16 to prepare valuations for both a potential easement and a potential land sale related to the Amundsons' property; the appraisals will inform negotiations.
Councilor Stuart Ohr moved to approve Pay Request No. 4; Councilor Rebecca Haugen seconded the motion and it passed 3-0-0.
Next steps: complete the IC-4 form, correct and record the plat as Emerald Valley 6th, finalize the easement or land-sale negotiation with the Amundsons, and issue a final pay request.
