Salisbury selectmen adopt new FEMA flood maps, approve minutes and small purchases

The Salisbury Board of Selectmen approved several routine administrative items and took three formal votes at their July 15, 2026 meeting.

Chair Jim Hoyt called the meeting to order at 7:00 p.m. and the board first voted to approve the June 17 draft minutes; Selectman David Kelly seconded and the motion passed with none opposed. The board also reviewed and signed accounts-payable and payroll registers that are available for public inspection.

The board next considered a resolution to adopt the updated Federal Emergency Management Agency Flood Insurance Study report and accompanying Flood Insurance Rate Maps. Chair Jim Hoyt moved to sign the resolution; Selectman David Kelly seconded and the motion passed without opposition. The resolution formally records the board’s acceptance of the updated FEMA materials.

Chair Hoyt moved to appoint Janet Long as an alternate member of the town Energy Committee; Selectman Kelly seconded and the appointment passed unanimously.

Recreation Committee Chair Kathleen Doyle asked the board to approve purchasing a new ice-rink liner at a July discount price of $1,647. Town Administrator April Rollins recommended funding the purchase from the Recreation Capital Reserve Fund. Chair Hoyt moved to spend $1,647 from that fund; Selectman Kelly seconded and the motion passed with no opposition.

The meeting also listed routine administrative items reviewed by the board, including an abatement application denial for Tax Map 232, Lot 5, and an application (PA-16) for reimbursement related to municipalities with federal or state forest land. No substantive debate on those items was recorded.

The board recessed for a nonpublic session under RSA 91-A:3, II(a) and (c) and later voted to seal the nonpublic minutes. The public portion of the meeting adjourned at 7:51 p.m.
