Council approves routine actions: minutes, street closure, change orders, appointments and service renewals

At its regular meeting, the Crossville City Council approved a series of routine administrative and project items, appointed a tree‑board member and advanced two ordinances to later readings.

Key votes and outcomes included approval of minutes from June 9 and June 18; approval of a temporary street closure for the Crossroads Cruisers make‑up event (August 22); and appointment of Mark Mann to the tree board with a term expiring May 2029. Council approved a letter‑of‑credit extension for the Halsted Drive sewer mainline (new expiry July 2027) after staff said permitting delays with the Tennessee Department of Environment and Conservation had slowed the project.

Project closeout and change‑order approvals included a $1,556 increase for the Interstate 40 8‑inch force main to balance unit items (no added days) and a $19,630.79 increase for the Greenway project to cover 276 cubic yards of unsuitable material (no schedule change). Council also approved parking reconfiguration associated with a new 33‑space lot and a one‑year renewal of the Granicus meeting‑software agreement.

On staffing and grants, council authorized proceeding with a grant‑funded urban‑forester contract (one applicant, Carl Kilmer) funded at $75,000 and authorized the city attorney to finalize the contract. Council introduced an ordinance amending the FY25‑26 budget for year‑end adjustments and noted the ordinance requires two further readings. Several items were moved to the August work session for additional discussion, including one annexation item.

The meeting closed with a city attorney report, the mayor's comments on sales tax and paving updates, and adjournment.
