Council clears first reading on golf-course zoning changes; public hearing set for July 22

City staff presented a zoning text amendment (first reading) requested by the Department of Parks and Recreation to amend regulations for golf-course operations.

The proposed changes would remove an outdated limitation on pitch-and-putt courses and allow Highland Golf Course's driving range to operate with lighting until 9 p.m. (and until 10 p.m. for cleanup). The planning commission considered the amendment and recommended striking the proposed lighting restriction so that operations and lighting would be governed through existing Parks and Recreation operating processes rather than a narrow zoning line.

Staff said the intent is to increase accessibility and revenue for parks operations while retaining public opportunity for lessons and winter activities (Como Golf Course lighting was cited for winter cross-country skiing). The council asked clarifying questions about the language in the materials; the item will return for a public hearing and second reading on July 22 where the planning commission recommendation and Highland District Council input will be considered.
