The Town of Richland and Village of Pulaski Comprehensive Planning Board met July 9, 2026, and reviewed a series of editorial and substantive updates to the joint Comprehensive Plan, assigning follow-ups and approving routine business.
Millie Newcomb, a Town representative, moved to accept the minutes from the June 4 meeting; Christine Linguanti, a Town representative, seconded the motion. The Clerk recorded that “all were in favor,” and the motion carried.
The board then reviewed changes beginning on page 200 of the plan. The group directed staff to follow up with the Tug Hill Commission to determine whether a GIS-based Community Resource Inventory exists for the Town and Village. Dawn Holynski was asked to check whether Oswego County’s Agricultural and Open Space Protection Program remains in operation; Jan Tighe, a Village representative, will confirm whether the endangered frog and its habitat by the Bethel Center continue to be protected.
Editors will correct several page-number references in the final document, add watershed information drawn from the Watershed Protection Committee’s annual meeting, and include language calling for ADA-compliant access to the Salmon River within the Village. The board also agreed to add the phrase “where applicable” to one paragraph to limit scope and to delete a caption under an illustration on page 202.
On page 203 the board authorized textual edits including deleting the word “Toothpick” and replacing it with the phrase now referring to the location "the Bethel Community Center." The board agreed to add Pine Grove to a sentence, insert the parenthetical “by the Light House” after the word Selkirk, and remove a reference to the Richland Recreation Association. Dawn Holynski requested a current photo of the Arches; Jan Tighe agreed to email a replacement image. The entry for Connext Care on page 73 was flagged for rewriting.
Under other old business the R.I.V.E.R. draft document was discussed briefly with no decisions recorded. Under new business, the Town reported it hopes to finish updated campground regulations; the Village said it is still waiting for State contracts and further information tied to its DRI award and noted it has updated the Village Rental Registration Law (no details provided in the minutes).
Christine Linguanti moved to adjourn at 7:30 p.m.; Robin Ford seconded and the Clerk recorded the motion carried. The board scheduled its next meeting for Aug. 6 at 6:00 p.m. at the Snow Memorial Building.
