The St. Charles County Planning and Zoning Commission on June 17 recommended approval of a rezoning (RZ26-03) and approved a preliminary plat and access waiver (PRE26-03) to split 3627 Becker Joerling Road into two approximately 3-acre lots, contingent on County Council rezoning approval.
Planner Jared Young said the 6.09-acre parcel is currently zoned A (agricultural) and that the applicant seeks RR (rural residential) zoning to permit two 3-acre lots. Staff reported surrounding parcels range from about 3 to 20 acres, that the site’s steep slopes—surveyed between roughly 18% and 22%—limit agricultural use, and that an adjacent area already carries rural residential designation. One letter of opposition was received; staff nonetheless recommended approval.
Applicants Greg and Alexis Betlach said the division is intended to keep the property in the family and not for sale to outside developers. Young and Robert Myers explained that standard subdivision rules typically require a public-standard internal street (maximum 12% slope), but the site’s steep topography would make construction of such a street impractical; the commission therefore considered and approved an access easement waiver to allow shared access without building a full public street.
Commissioner Shell moved to recommend approval of the rezoning; Commissioner Koechner seconded. The commission also approved the preliminary plat and access waiver (motion: Commissioner Shell; second: Commissioner O’Mara). Both actions passed unanimously.
Final approval and recording of the plat are contingent on County Council action on the rezoning and completion of applicable site and building permits.
