The Orleans City Council on July 13 approved Resolution No. 2026-24, authorizing contractor progress payment No. 12 in the amount of $331,834.74 to Beck Excavating, Inc. of Spirit Lake, Iowa for work on the 140th Street & Utility Improvements, Phase 1. Radcliffe moved the resolution and the council voted 5-0 in favor.
City staff and the project engineer provided a construction update. Remaining tasks on the 140th Street project include sodding, sidewalks and final punch-list items; staff reported the project remains on track for completion by July 31, 2026. Work on Beach Avenue is progressing with grading nearing concrete placement and ongoing drain tile and water-quality improvements. The scope for the Beach Avenue work will be expanded to include removal of evergreen trees in the right-of-way on the project’s southeast side before crews move to Sunset Park.
The council’s action authorized the specified progress payment to Beck Excavating; no change orders or additional contract amounts were reported in the meeting record.
