Otoe County approves three KENO grants, tables St. John’s church request

The Otoe County Board of Commissioners on July 14 approved three KENO fund awards and tabled a fourth application pending a rules review.

Nick Schmitz, representing Nebraska City Parks and Recreation, asked the board for $24,253.10 to add playground equipment for children ages 2–5 and to improve ADA compliance; matching funds were reported to be available. Commissioner Jerad Sornson moved to approve the application and Commissioner Freshman seconded; the board voted unanimously to award $24,253.10.

Jeff Bestwick, Village Board Chairman for Talmage, requested $11,851 to finish renovations to a village building that will house the village office, citing roof and window replacement already completed. Commissioner Cole moved to approve the request, Commissioner Freshman seconded, and the board voted unanimously to grant $11,851.

Gina Essink, representing Bales and Tails 4‑H Club, requested $5,250 to construct a horse-only wash bay at the Otoe County Fairgrounds to avoid sharing a station with cattle. Parsons moved to approve the award, Crownover seconded, and the motion carried unanimously.

A $6,600 KENO application from St. John’s Lutheran Church — presented by Kenny Aden for interior restroom remodeling — was discussed. Board members noted regulations that may prohibit KENO funds from being used for private entities and agreed to review the governing rules before acting; the application was tabled until the board’s August 11, 2026 meeting.

All KENO motions recorded in the minutes were passed by recorded unanimous votes when votes were taken; the tabled church application was deferred for regulatory review and a future vote.
