The Duluth Mayor and Council approved an annexation and rezoning package for 2407 Main Street (formerly 2407 Chattahoochee Drive; Parcel R7205 001) on July 13. The parcel, a former Gwinnett County pump house the city purchased on March 12, 2026, will be annexed into Duluth and rezoned M-1 (light industrial) to support expansion of public-works facilities across Main Street.
Deputy Director Aron Hall told the council the 0.54-acre site sits in the Sugarloaf Activity District and that converting the parcel to city ownership and M-1 zoning reduces the risk that a private industrial operator would occupy the site; staff said when the future land-use mapping is updated the site would be designated M-1. Hall outlined annexation methods and noted the city’s 100% ownership enabled an annexation approach appropriate for an island surrounded by city property.
Because the property is fully city-owned, state annexation procedures meant no separate public hearing was required; the council approved annexation ordinance O2026-31 (motion by Thomas, second by Doss) and later approved rezoning ordinance O2026-32 (motion by Park, second by Cummings). No public comments or questions were raised at the hearings.
Next steps: the city will update its official map to reflect annexation and implement plans to use the parcel for public-works expansion; any construction or site work will follow applicable permitting processes.
