Duluth awards Woodehaven paving and City Hall roof contracts; council approves related budget amendments

At its July 13 meeting the Duluth Mayor and Council approved two procurement actions and related budget amendments.

Public Works Director Audrey Turner presented the 2026 Woodehaven Driveway Replacement and Paving Project, for which the city received nine bids. Staff recommended awarding the work (base bid plus alternates) to A&S Paving in an amount not to exceed $618,574.37 after review by Keck and Wood engineering. Funding sources cited include 2026 Supplemental LMIG/LRA funds from Georgia DOT and SPLOST; council approved the award and ordinance BA-FY27-03 to allocate $53,465 and $293,065.78 from unallocated 2023 SPLOST Transportation funds into the relevant paved-streets line items.

City Manager James Riker explained the previously awarded City Hall roof contract with Cotton Commercial, Inc. was cancelled by mutual agreement after the contractor said it had omitted scope pricing discovered at a mandatory preconstruction meeting. Staff recommended and council approved awarding the roof replacement to Dusty Greer Roofing for $123,000. Because the replacement contract amount exceeded the previously approved award, council approved budget amendment BA-FY27-02 to add $27,928 from unallocated 2023 SPLOST Administrative Facilities funds to the City Hall design/build line.

Council approved both procurement actions (Woodehaven award moved by Doss, seconded by Graeder; roof award moved by Thomas, seconded by Graeder) with unanimous yes votes from Park, Thomas, Doss, Graeder and Cummings. Staff will finalize contracts and proceed with scheduling and construction per procurement and permitting requirements.
