Danbury extends shelter management agreement with ARC, increases funding to $749,839

On July 15, 2026, the City of Danbury Board of Awards authorized a second amendment to the Memorandum of Understanding and Subrecipient Agreement with the Association of Religious Communities (ARC) to continue operating the Support Center at 41 New Street and the 98 Elm Street shelter. The amendment extends the agreement through June 30, 2027 and raises the total funding cap from $659,839 to $749,839.

Purchasing Agent Charles J. Volpe, Jr. said the updated agreement adds shelter cleaning services and more clearly delineates management, financial and progress‑reporting requirements. V. Roeun, Deputy Director of Community Health, moved to authorize execution of the amendment; J. Sterk, Assistant Finance Director, seconded the motion and it carried unanimously.

The Health & Human Services Department identifies the funding sources for the amended agreement as the State of Connecticut Department of Housing Small Cities Community Development Block Grant and an Emergency Shelter Services grant. The amendment follows a prior modification adopted by the board on Feb. 4, 2026 that set the prior cap at $659,839 and extended the term to June 30, 2026.

The board’s approval allows the city and ARC to continue shelter operations while meeting the reporting and financial oversight terms laid out in the amendment. The board did not record further implementation steps during the meeting; execution of the amendment was authorized.
