The Phippsburg Planning Board cleared a slate of routine land-use items after public presentations and staff review.
The board accepted an extension request for four shoreland permits associated with a multi-cottage project (application 2025-16). The applicant provided receipts showing at least 30% of the project costs were expended, meeting the board’s local requirement for an extension. The motion to accept the extension was moved and seconded and approved.
Patricia Stables presented a plan to move her existing farm stand and small business to 24 Sebasco Road. Board members noted improved parking and existing commercial use at the proposed site; the motion to approve the relocation passed with routine conditions on sign placement and fee submission.
Joy and William Kelly sought modest additions to two cottages (a 300-square-foot limit was applied to one addition in lieu of a slightly larger requested figure). The board reviewed the 30% footprint-expansion rule for shoreland structures, asked for clear square-foot totals on submitted plans and required that the applicant provide photos of completed work within 20 days of finishing the project. The board approved the additions with the revised footprint condition.
A separate application to replace a deteriorated foundation for a nonconforming house in the shoreland zone was reviewed. The board found foundation replacement would not increase the property’s nonconformity and approved the work; building permits and code-enforcement steps were noted as the next administrative steps.
Most approvals included standard conditions (document revisions, photo submission, and clarification of storage/seasonal plans where applicable). The board also asked staff to ensure required hard copies and permit materials are retained in the official file.
