Planning board forwards shoreland zoning and alternative-energy ordinance package to selectmen

Members reviewed a multi-part ordinance package that includes shoreland-zoning amendments, alternative-energy language and related lighting and surveillance/privacy provisions. The board discussed whether some language presented risked preemption by state criminal statutes (counsel noted possible overlap with the state privacy statute) and agreed the simplest route was to forward the package to the selectmen with the planning board’s recommendation and allow the selectmen’s counsel to raise any legal questions.

The board voted to present the packet to the selectmen, asked staff to scan and deliver digital copies for the selectmen’s packet, and discussed the next procedural steps: selectmen review, legal review, and a public hearing if land-use map changes are included (those map changes require mailed notice to affected property owners). Board members agreed to separate the ordinance text from mapping work for timing and mail-notice reasons if necessary.

The motion to forward the package passed; the board asked planning staff to coordinate with the town administrator and selectmen to set the agenda and mailing schedule for any required public hearings.
