Spirit Lake council adopts park-regulation ordinance, approves utilities plan and WTP change orders

The Spirit Lake City Council on July 14 adopted an ordinance updating park regulations, approved plans for a citywide utilities improvements project and approved three change orders for the water treatment plant automation and control upgrades.

Ordinance No. 3-2026, which amends Chapter 47 of the Spirit Lake Code of Ordinances relating to park regulations, was advanced by a motion from Councilmember Chappas, seconded by Councilmember Kofoot. The council voted in favor with ayes recorded for Johnson, Kofoot, Tifft, Chappas and Mensing; the ordinance was adopted after council waived first and second consideration.

Councilmember Tifft introduced Resolution No. 2026-33 approving plans and specifications and setting a public hearing and bid letting for the 2026 City of Spirit Lake Utilities Improvements Project; Councilmember Johnson seconded the motion, and the roll call showed ayes from Johnson, Kofoot, Tifft, Chappas and Mensing. The resolution directs staff to proceed with the public hearing and bid schedule established in the plans and specifications.

The council also approved Resolutions No. 2026-35, 2026-36 and 2026-37, which authorize change orders #9, #10 and #11 for the Water Treatment Plant automation and control upgrades (Phase 2). The three resolutions were introduced separately (by Councilmembers Mensing, Tifft and Johnson), were seconded and each passed with the same recorded ayes: Johnson, Kofoot, Tifft, Chappas and Mensing.
