Spirit Lake council approves consent agenda, liquor licenses, street closure and appointments

At its July 14, 2026 meeting the Spirit Lake City Council approved a set of routine consent and administrative items, including the previous meeting minutes, the monthly bill list, liquor-license actions, a requested street closure for an August event, and two appointments to the Planning & Zoning Commission.

Councilmember Kofoot moved, seconded by Councilmember Tifft, to approve the minutes of the June 23 regular meeting and the bill list for July; both motions were recorded as carried unanimously. The transcript records the bill list total as $855,061.61 and includes notable line items such as Stivers Ford vehicle purchases ($102,382.00), Beck Excavating pay application ($94,369.36), and Waste Management landfill fees ($56,476.57).

Councilmember Kofoot also moved, seconded by Tifft, to approve a Class E Retail Alcohol License for Forbes Liquor Locker, Inc. and to approve ownership changes for Brew Oil LLC; the motion carried unanimously.

Councilmember Mensing moved, seconded by Kofoot, to close Hill Avenue from 16th Street to 17th Street on Aug. 1 from 6:00 a.m. to 1:00 p.m. for the Sportsman'019s Tiki Ride; the motion carried unanimously. Councilmember Chappas moved, seconded by Councilmember Kofoot, to appoint Kim Buell and Dr. Steve Richards to the Planning & Zoning Commission; that motion carried unanimously.
