Council to rewrite Vision 0 draft as a statement of intent amid staff capacity and budget concerns

City staff and council members debated a proposed Vision 0 resolution at the July 15 Lynnwood City Council work session and settled on a near‑term path to reformat the draft as a non‑directive statement of values while deferring any staff‑directed action plan until budget capacity allows.

Assistant City Administrator Manisha Harrell told the council she had asked Vision 0 practitioners whether Lynnwood was an "ideal candidate" for the branded program. She said some reviewers "didn't think we were necessarily the ideal candidate for Vision 0" given the city's recent safety record, noting the city had several years with zero fatal crashes and that many local fatal crashes involved excessive speed and impairment—factors Harrell described as partly outside what infrastructure redesign alone can address.

Harrell also said Lynnwood has already advanced multimodal work through its 2022 Complete Streets program and is implementing several identified projects. She warned that staff bandwidth is constrained by current budget shortfalls and that the time‑intensive action‑plan elements tied to Vision 0 (monthly meetings, cross‑departmental staffing) are not feasible in the immediate year without new resources.

Council members divided on approach: some favored a short resolution that signals council priorities and informs budget choices, while others cautioned against adding directive mandates during a tight biennial budget cycle. Several members urged that any operational commitments be handled through the budget process (earmarking or a future action plan) rather than by a resolution that would require immediate staff work.

Sponsor Councilmember Lutweiler agreed to revise the draft into a statement of intent without operational directives; councilmembers said they would use the upcoming budget discussions to decide whether to fund specific Vision‑aligned projects. Staff suggested pursuing grants for eligible projects and earmarking initiatives during the biennial budget if council prioritizes them.

No resolution vote occurred at the session; the sponsor said he would return with a rewritten draft and council agreed to continue the conversation in the budget cycle.
