Trust hears project updates; rescinds prior pledge for DHA rental-subsidy program

Co-chair notes and member reports at the July 13 meeting covered several ongoing projects and trust business.

Church of the Nazarene: Co-chairs said the church has hired a development project manager and that Ashley and Paul will meet with Paul Bowen and the owner's project manager for an update.

Depot Street: The trust reported GLF Development and Rockland Trust completed a Phase 1 environmental study that found asbestos; the chair said demolition costs are expected to be under $3,000 and that a more detailed review (next phase) was estimated at roughly $4,100. The trust had previously voted to set aside $15,000 for the study.

Bob Kroll Road: Members discussed a near-complete project plan and identified two questions for town council review: whether the DPW workshop can remain on land designated for affordable housing and whether converting a 99-year lease to ownership would require another town-meeting vote.

CPC grant agreement: The trust said the select board signed the CPC grant agreement; trust counsel Bob Galvin will prepare materials for the select-board meeting (target July 22) asking that the trust not be required to return to CPC for each release of funds.

Votes and procedural actions: The trust moved and seconded approval of the June 20, 2026 minutes and recorded a roll-call vote approving them. Later the trust considered rescinding funding for a DHA rental-subsidy program after CPC refused to fund the program; the chair moved to rescind the trust's prior set-aside and the roll-call vote carried, returning the previously encumbered funds to trust control. At the end of the meeting the trust voted to adjourn.
