The Rockwall City Planning and Zoning Commission on July 14 approved changes to Plan Development District 46 that grant three industrial-type uses by right while striking four other uses that had been requested as specific-use permits. The motion passed 6-0.
Staff and the applicant described PD46 as an atypical district that contains a patchwork of legally nonconforming uses. Henry and Ryan told commissioners the district historically has had an eclectic mix of uses and that adding new by-right industrial uses could set precedent for future requests. "When we say precedent setting...every time we grant additional uses to a property we know that somebody else is gonna come in and ask for those uses," Ryan said.
Applicant Eric Little said the buildings are difficult to lease for conventional commercial tenants because of parking constraints and that allowing the three by‑right uses would broaden the tenant base. "We've been approached by some...light assembly and fabrication and light manufacturing tenants who want to invest in Rockwall," Eric Little said.
Commissioners weighed the district's location between a commercial corridor (SH 276) and an industrial park on Springer Street, discussing transition points and long-term intent. Commissioner Roth proposed approving the three by-right uses but removing the four SUP requests; Commissioner Brock seconded. The motion passed 6-0.
The decision preserves the commission’s discretion over other parcels in PD46 because the vote applies to this PD amendment as framed in the draft ordinance; final zoning language and any related ordinance will be transmitted to City Council for action.
