Council members debate rule changes on grant accounts and submission deadlines; Smiley to offer grammatical floor amendment

The Administrative Finance Committee spent substantial time on two proposed procedural changes to council rules on July 14.

R26-147 would amend procedural rule 13 to clarify that when an incumbent council member is a filed candidate for another political office (or when a council seat is contested between July 1 and Oct. 1 in an election year), expenditures for that council seat may not exceed 50% of the annually budgeted grant funds for the seat. Councilman Smiley said the change is intended to preserve funds for incoming members and noted historical examples when outgoing members used accounts in ways that left incoming members without resources; he described his planned floor amendments as grammatical clarifications to the existing language.

Councilman Kaneko raised timing concerns, saying the new council will be sworn in within four months and suggesting it might be preferable for the incoming council to vote on the change; others said the rule protects fairness and noted past incidents when accounts were drained. The council president asked whether the amendments would differ substantively from current practice; members said the revisions are clarifications rather than policy reversals.

R26-148 would modify procedural rule 2 to require item G resolutions and ordinances to be submitted electronically to the clerk by 12 noon the day before the meeting so the clerk can distribute them to council. Several members agreed the change improves efficiency and reduces last-minute burdens on staff; the council president raised concern that members without an assistant need more time. Councilman Kaneko suggested amending the deadline to close of business the day before the meeting; Councilman Smiley said he would be willing to offer that amendment from the floor at full council and test how it works.

Both items generated discussion about fairness, administrative burden and historical practice; the transcript records discussion and a planned floor amendment but does not record final committee roll-call votes on either rule change.
